Sex offender in Cumming arrested with candy on Halloween

FORSYTH COUNTY — A registered sex offender was arrested on Halloween night for violating his probation after he was found under the influence of alcohol and in possession of a large amount of candy, authorities said.

Cumming resident Jerry Cecil Welch, 57, was not allowed to have the unknown amount of candy on Halloween, according to the Forsyth County Sheriff’s Office.

As part of a joint operation, sheriff’s deputies and the Georgia Department of Community Supervision visited people on the sex offender registry to make sure they were complying with the rules of their probation.

The timing was key since Halloween increased the chances of them coming in contact with children.

Welch was convicted on two counts of sexual battery against a child under 16 on Dec. 3, 2013.
