The Forsyth County Planning Commission voted 3-2 to recommend a conditional use permit for a proposed theraupeutic ranch for abused children in north Forsyth.

Phoenix Youth Ranch would operate on 17.4 acres off Keith Bridge Road.

The planning board's nonbinding recommendation now moves to the Forsyth County commission, which decides such matters. Commissioners could discuss it next month.

Planning Commissioners Pam Livesay and Brand Meadows voted against the measure Tuesday night.

Also Tuesday, the planning board voted 5-0 to recommend conditional use permits for the following:

* Jan K. Phillips, to operate a day care in a 3,600-square-foot home on Greenfield Drive.

* Canine Concepts, for a kennel in three suites of a retail building on Grassland Parkway.

The board delayed until Feb. 24 a decision on Celestino Martinez's request for a conditional use permit and rezoning of 1.87 acres from residential to a commercial business district.

The measures would allow Martinez to store stone and brick materials on the site, which is on Canton Highway about 950 feet south of Dr. Bramblett Road.
