Incumbents shouldnt resign to run

Our U.S. Representative Nathan Deal had resigned his seat in Congress in order to run for governor.

This means that 15 counties will have to have a special election to fill his seat.

When anyone runs for an office, is elected, then decides they want to resign to run for another office before their time is up, they should be required to pay for that special election.

With the economy like it is we taxpayers should not have to pay for this just because the person decides they want another job. Can we depend on them to keep that job or will they resign and taxpayers will be required to foot the bill for another special election?
