Highway fundraising is dangerous

My little brother stepped off the curb in Ohio and was clipped by a car turning right.  He was charged with jaywalking.

And yet here, fundraisers — some of them none too spry — feel it’s OK to stand in the middle of a multilane highway during rush hour traffic.  Are we waiting for an injury before we call them a traffic hazard?
