Rights of way need to be cut

I am in the process of moving to Forsyth so I am on Ga 400 daily. What is with the county workers sweeping gravel on Ga. 400 while the county rights of way are growing taller by the day and no mowing is going on?  

Couldn’t the county tax dollars be more well spent on mowing instead of sweeping up gravel? Even if these workers are state employees, it doesn’t matter — the rights of way should be more important.

To be exact, I saw these workers sweeping gravel at Ga. 400 and Browns Bridge Road last week on two different days. Where are the prioities and who makes these decisions ?
